Bicycle and Pedestrian Coordination

In addition to their recreational and health benefits,  bicycling and pedestrian activities are increasingly being rediscovered for their transportation value.  While both predate the era of the motor vehicle, these modes were overlooked in the decades prior to 1991 and passage of the Intermodal Surface Transportation Act Efficiency (ISTEA). 

ISTEA and the legislation which followed embrace multiple modes of transport. Today, the Federal Highway Administration (FHWA) and a growing number of Federally-funded agencies and organizations actively promote Bicycle and Pedestrian Transportation.

Studies confirm the value of bicycling and all forms of pedestrian activity in improving health; reducing the incidence of obesity, hypertension, diabetes and other forms of physical and emotional disease.  One of the obstacles to greater use of bicycles in transportation is the perception of vehicular cycling as unsafe.  FHWA, NHTSA and their partners operate safety programs using the 5-Es (education, enforcement, encouragement, engineering and evaluation) to address perceptions and underlying  issues.

FHWA encourages communities to plan for multiple modes of transportation and a Complete Streets or Smart Growth model can help.  The outcome is a more bikeable and walkable community. Development patterns that result, including roadway placement and design, encourage walking, bicycling and transit use while continuing to accommodate motor vehicles.
